Neptune, NJ — August 2025 — JSAS HealthCare, Inc. (JSASHC) is proud to announce it has been awarded funding through a competitive Request for Proposal (RFP) process by the New Jersey Department of Human Services, Division of Mental Health and Addiction Services (NJDMHAS) to establish a Mobile Medication Unit (MMU) for Opioid Use Disorder (OUD).

Project 1st STOP: Scope and Target Communities

The initiative, titled Project 1st STOP (Safe Treatment and Overdose Prevention), is expected to be fully operational by early 2026 and will serve high-need areas in Northern and Western Ocean County and Western Monmouth County. These regions have been identified as “hotspots” for drug use, overdose, homelessness, and infectious disease based on data from the NJ State Police Drug Monitoring Initiative and feedback from people who use drugs (PWUD).

Project 1st STOP operates through a data-driven, collaborative approach with trusted community partners:

RWJ Barnabas Institute for Prevention and Recovery

Lakewood, NJ

Hope Shed's Light

Toms River, NJ

Together, these organizations will provide comprehensive, community-based care to people who use drugs (PWUD) through JSASHC’s mobile unit.

Mobile Services Offered

Medication-Assisted Treatment (MAT)

FDA-approved medications including methadone, buprenorphine, and naltrexone delivered directly to communities in need.

Opioid Overdose Education and Prevention

Training on recognizing overdoses, administering Narcan/naloxone, and connecting individuals to treatment options.

Expanding Access Where It's Needed Most

Target Areas: Northern and Western Ocean County & Western Monmouth County

These regions have been identified as “hotspots” based on comprehensive data analysis:

The goal is to reach communities with limited or no access to traditional “brick-and-mortar” Opioid Treatment Programs (OTPs), ensuring equitable access to life-saving care.
