What is Project 1st STOP?
In September 2024, JSAS HealthCare (JSASHC) was awarded funding through a competitive Request for Proposal process by the New Jersey Department of Human Services, Division of Mental Health and Addiction Services (NJDMHAS). This funding supports the development of a Mobile Medication Unit (MMU) focused on treating individuals with Opioid Use Disorder (OUD).
Project 1st STOP will focus on reaching vulnerable populations in Northern & Western Ocean County and Western Monmouth County, where high rates of drug use, overdose, infectious disease, and housing instability have been identified. These “hotspot” areas are determined based on data from the NJ State Police Drug Monitoring Initiative, including overdose fatality locations, local service utilization, and known barriers to care.
To effectively serve these communities, JSASHC is partnering with:
- CPC Behavioral Health – Freehold
- RWJ Barnabas Institute for Prevention – Monmouth Medical South Campus, Lakewood
- Hope Shed’s Light – Toms River
Mobile Services Offered
Medications for Opioid Use Disorder
Includes use of all FDA-approved medications:
- Methadone
- Buprenorphine
Overdose Prevention Education
Includes:
- How to recognize the signs and symptoms of an opioid overdose
- Step-by-step training on administering Narcan/Naloxone
- Overview of available treatment and recovery options
Counseling Services
- Counseling and behavioral support tailored to each patient's individual treatment plan
- Helps address emotional, psychological, and social aspects of recovery
- Offered in coordination with medical services to provide whole-person care
Support Where It’s Needed Most
JSASHC will identify other Ocean/Monmouth County municipalities most in need and expand
services to best meet the needs of the population. We will consider overdose deaths, data from local
harm reduction centers and ERs, epidemiologic data around Hepatitis C and HIV, population density
and proximity to public transit. Matching these data points will help to determine the best potential
additional locations to serve individuals within each municipality.
In addition, there are no “bricks and mortar” Opioid Treatment Programs (OTPs) within the vicinity of the locations chosen. JSASHC is the only non-profit OTP in Monmouth & Ocean Counties providing these healthcare and educational services.
